Is this a full B1 certification course?+

No. It is a speaking-practice package and does not issue an official CEFR certificate.

How much time should I set aside?+

The guide recommends 30 to 45 minute self-study sessions.

Do I need to record myself?+

Every module includes a record-yourself task. Recording is optional for access but recommended for speaking progress, and you do not need to share the recordings.
